I know plenty of especially minority individuals joining the army/marines simply because their lives are going nowhere and they need money. they aren't joining to "fight the war on terror" they just need a income. I ONLY see street advertisements for joining the navy and marines in poor? income towns. the government wants as many government workers as possible. without people signing up for the war, the war would not be possible.

A bank run by people for profit will not lend to people that can't pay it back. It will accurately calculate different rates for different levels of risk to ensure an overall profit. But the governments stepped in and garanteed any level of risk with? their, or our (to be more accurate) money. It was only a matter of time.
